POSITION: Building and Facilities Maintenance Technician II

REPORTS TO: Building and Facilities Maintenance Chief

FLSA STATUS: Non-Exempt

EMPLOYMENT STATUS: Full-Time, Bargaining Unit (Teamsters Local 215)

WORK SCHEDULE: 2:00 p.m. – 10:30 p.m., Wednesday through Sunday; subject to call-out, after-hours response, weather events, and overtime

ABOUT THE AIRPORT

Evansville Regional Airport (EVV), operated by the Evansville-Vanderburgh Airport Authority District, is an FAA Part 139–certificated commercial service airport supporting daily commercial passenger operations, general aviation, cargo, and a 24/7/365 airfield environment. The Building Facilities Maintenance team keeps the terminal, support buildings, and associated systems safe, clean, code-compliant, and operating reliably for the flying public, tenants, and Authority staff.

POSITION SUMMARY

The Building and Facilities Maintenance Technician II ("Tech II") performs skilled maintenance, troubleshooting, and repair work on Authority-owned buildings, building systems, and associated equipment. The Tech II works with limited supervision under the direction of the Building and Facilities Maintenance Chief and the Director of Operations and Maintenance, responds to work orders generated through the Authority's maintenance management system, and supports continuous facility operations, including after-hours call-out, weather response, and emergency repairs.

ESSENTIAL DUTIES & RESPONSIBILITIES

The duties listed below are representative of the work performed in this classification. They are not intended to be exhaustive, and other related duties may be assigned.

Electrical

  • Installs, maintains, troubleshoots, and repairs motors, generators, drives, controls, and associated electrical components, including bearings, seals, contactors, and relays.
  • Replaces and repairs lighting fixtures and lamps (LED, fluorescent, high-bay, and exterior); replaces or repairs fuses, breakers, switches, receptacles, and ballasts/drivers.
  • Performs basic troubleshooting on low-voltage, line-voltage, and limited high-voltage systems following established lockout/tagout (LOTO) procedures.
  • Assists with maintenance and repair of airfield lighting circuits, including cable, fixtures, lamps, and signage, in coordination with airfield operations.

HVAC and Mechanical

  • Performs preventive maintenance and repair on HVAC equipment, including air handlers, rooftop units, packaged units, split systems, exhaust fans, and associated controls.
  • Services blower fans; changes filters and belts on air-handling equipment; lubricates bearings and inspects for wear or defects.
  • Records and trends temperature, pressure, fluid level, and other operating data for heating, cooling, and refrigeration equipment.
  • Examines refrigeration systems for leaks and faulty compressors and condensers; recharges systems with refrigerant in accordance with EPA Section 608 requirements (recovery, recycling, and disposal).
  • Operates and maintains low-pressure hot water and steam boilers; maintains chemical treatment programs for boiler water and chilled water systems; services pumps, valves, and steam and water piping.
  • Monitors and adjusts the Building Automation System (BAS) under the direction of the Chief or designee; documents alarms and abnormal conditions.

Plumbing

  • Repairs faulty plumbing components, including flush valves, faucets, water heaters, mixing valves, hydrants, circulation pumps, and associated piping.
  • Locates and repairs leaks, clogged drains, and sewer line issues in coordination with outside contractors when needed.

Carpentry and General Building Maintenance

  • Repairs and replaces trim, signage, doors, hardware, ceiling tiles, and other carpentry items throughout Authority-owned buildings.
  • Maintains and repairs buildings and structures owned by the Authority, including drywall patching, basic painting, and finish work.

Snow, Ice, and Weather Response

  • Operates snow and ice removal and sanding/salting equipment for sidewalks, entryways, parking areas, and other landside surfaces as assigned.
  • Responds to weather events outside of normal hours when called out.

Work Management and Documentation

  • Receives, completes, and closes out work orders in the Authority's Computerized Maintenance Management System (CMMS); documents labor, parts, and corrective actions.
  • Reads and interprets blueprints, schematics, equipment manuals, MSDS/SDS sheets, and maintenance records.
  • Maintains a clean and organized shop, work area, tools, and Authority vehicles; reports unsafe conditions to supervision.
  • Communicates effectively with airline personnel, tenants, vendors, contractors, airport users, and Authority staff.
  • Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of standard practices, methods, tools, and materials of the electrical, plumbing, HVAC, and general building trades.
  • Working knowledge of the principles of operating low-pressure hot water and steam boilers and associated water-treatment programs.
  • Working knowledge of occupational hazards and safety practices for electrical, mechanical, plumbing, HVAC, and confined-space work, including high-voltage awareness, lockout/tagout, and fall protection.
  • Ability to read and apply technical documentation such as blueprints, electrical and hydraulic diagrams, equipment manuals, parts manuals, regulations, and safety data sheets.
  • Ability to use a CMMS or comparable work-order software to receive, document, and close out maintenance tasks.
  • Ability to perform basic mathematics — addition, subtraction, multiplication, division, percentages, fractions, and decimals — sufficient to support measurement, layout, and equipment readings.
  • Ability to apply functional reasoning and sound judgment in diversified maintenance work, including situations requiring evaluation against sensory or experience-based criteria.
  • Ability to communicate clearly and professionally — verbally and in writing — with coworkers, supervisors, tenants, vendors, the public, and operational partners such as airline and control tower personnel.
  • Ability to follow instructions, work independently with limited supervision, and collaborate as part of a team.

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent.
  • One to two years of progressively responsible experience in building maintenance, including hands-on work in two or more of the following: electrical, HVAC, plumbing, carpentry, and mechanical/equipment repair, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Valid Indiana driver's license, or ability to obtain within 30 days of hire, and a driving record acceptable to the Authority's insurer.
  • Ability to successfully complete a pre-employment physical and drug screen, and to comply with the Authority's Drug and Alcohol Testing Policy throughout employment.
  • Ability to pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records Check, and to obtain and maintain a Security Identification Display Area (SIDA) badge and airfield driving authorization.
  • Successful completion of an eighty-five (85) calendar-day probationary period, as defined in the collective bargaining agreement.
  • Availability to work the regularly scheduled shift of 2:00 p.m. – 10:30 p.m., Wednesday through Sunday (forty-hour work week with a 30-minute unpaid lunch period), and to respond to call-outs, after-hours work, weather events, holidays, and other overtime as assigned.

PREFERRED QUALIFICATIONS

The following are preferred but not required at the time of hire. The Authority may support employees in obtaining or maintaining these credentials.

  • Current certification or licensure in one or more of the desired trade skills — for example, EPA Section 608 Universal Technician Certification (HVAC/refrigerant handling), a State of Indiana Journeyman or Master Electrician license, or a State of Indiana Journeyman or Master Plumber license. Equivalent trade certifications, completion of a recognized apprenticeship, or military trade credentials will also be considered.
  • OSHA 10-hour or 30-hour General Industry / Construction certification.
  • Boiler operator license or equivalent certification.
  • Forklift, aerial/scissor lift, and fall protection training.
  • CPR / AED / First Aid certification.
  • Experience working in an FAA Part 139 airport or other 24/7 critical-facility environment.
  • Experience with Building Automation Systems (BAS) and CMMS platforms.

PHYSICAL AND MENTAL REQUIREMENTS

  • Frequent lifting and/or carrying of objects weighing up to 25 pounds; occasional lifting up to 100 pounds with or without assistance.
  • Ability to climb ladders and stairs; work at heights from lifts and elevated platforms; stoop, kneel, crouch, crawl, push, pull, reach overhead, and stand or walk for extended periods.
  • Ability to safely operate and make adjustments to equipment and tools used in building maintenance, including but not limited to forklifts, aerial/scissor lifts, snow and sanding/salting equipment, power tools, hand tools, welders/cutting torches, pressure washers, generators, and shop equipment.
  • Adequate vision (with or without correction) and color recognition to safely identify wiring, signage, equipment markings, and similar job-related visual information; adequate hearing to recognize alarms, equipment sounds, and verbal communications, including over the radio.
  • Ability to coordinate eyes, hands, feet, and limbs in performing skilled equipment use, and to visualize aircraft position and ground movement when communicated by airfield operations or air traffic control.

WORKING CONDITIONS

  • Work is performed both indoors and outdoors and at times in occasionally hazardous or uncomfortable conditions, including exposure to temperature variations, weather, odors, fumes, noise, vibration, dust, moving machinery, and electrical currents.
  • Position requires the use of personal protective equipment (PPE) appropriate to the task, including but not limited to safety glasses, hearing protection, gloves, hard hats, fall protection, arc-flash PPE, and respiratory protection where applicable.
  • This position is part of a 24/7/365 operation. The regularly scheduled shift is 2:00 p.m. – 10:30 p.m., Wednesday through Sunday. The incumbent may also be required to respond to call-outs, after-hours work, weather events, holidays, and other overtime as assigned.
