REQUEST FOR QUALIFICATIONS

EVANSVILLE-VANDERBURGH AIRPORT AUTHORITY DISTRICT
EVANSVILLE REGIONAL AIRPORT
AIR SERVICE DEVELOPMENT AND DATA ANALYSIS

Evansville-Vanderburgh Airport Authority District is requesting Statements of Qualifications from interested and qualified Air Service Development Consultants at Evansville Regional Airport for the next three (3) to five (5) years. Professional, technical and advisory services are needed on a task-based assignment agreement.

SCOPE OF WORK:

The successful consultant shall provide the following services through a task-based assignment agreement:

  • Identification of new and expansion of existing routes through new or existing carriers
  • Perform route analysis
  • Create presentations for airline meetings and attend meetings as requested
  • Provide air service data and analysis
  • Review of Air Service Development Incentive Program
  • Leakage study
  • Alternate data gathering and analysis
  • Cargo analysis
  • Flight schedule analysis
  • Additional services as required

Consultants should be familiar with Federal Aviation Administration (FAA) and State aviation rules and requirements for Air Service development.

QUALIFICATIONS STATEMENT FORMAT:

To facilitate review, submissions should conform to the following format:

  1. Experience of the Firm: Provide a description of your firm’s prior experience and qualifications in air service development and data analysis. Also, please reference the experience of the firm in working with the State and FAA regulations and procedures.
  2. Project Team (Key Staff): Identify the proposed Project Manager and key project team members and responsibilities. Provide a brief resume for each person outlining credentials and experience.
  3. References: Provide the name and contact information for at least three (3) references familiar with the quality of work by your firm of similar nature as contained in the above Scope of Work.
  4. Data Analysis: Identify data sources and analysis available that your firm provides or has access to (alternative data)
  5. Sub-Consultants: Submit qualifications and experience of outside consultants that you regularly engage in work with. Note whether they are DBE certified.
  6. Airport Understanding: Provide your general understanding of Evansville Regional Airport, our community, and EVV’s current level of service.  Identify any potential challenges or special concerns as well as opportunities that EVV has in its favor.
  7. Other Supporting Information: Include any other information you feel to be relevant to the selection of your firm or the makeup of the team. 

The entire Statement of Qualifications shall not exceed thirty (30) pages (front side only); excluding the front and back covers, dividers, cover sheet, and table of contents. No overhead rate, fees, or any cost information should be identified as part of this submission.

SUBMISSION OF QUALIFICATIONS STATEMENT AND CONTACT PERSON

One (1) hard copy and one (1) electronic copy of the Qualifications Statement must be submitted no later than 4:00 p.m. on December 30, 2020 to:

An addendum will be issued with responses to questions received tentatively on December 21.

CRITERIA FOR REVIEW OF STATEMENT OF QUALIFICATIONS

The following criteria will be used for, but not limited to, screening, ranking and selection of the successful firm:

  1. Qualifications of the Firm: Preference shall be given to those firms with experience in the areas listed in the scope of work.
  2. Qualifications of the Project Team (Key Staff): Preference shall be given to those with key staff experience in items listed in the above scope of work and any familiarity with regional airports.
  3. Experience in Working with State and FAA Regulations and Procedures: Preference shall be given to project teams whose personnel have a demonstrated working relationship with the State and FAA, and possess a thorough understanding of FAA rules and regulations regarding Air Service Development of airports similar to Evansville Regional Airport.
  4. Airport Understanding: Preference shall be given to those firms that have a comprehensive understanding of Evansville Regional Airport’s goals, as well as tactics to achieve those goals.
  5. Familiarity: Familiarity with Southwest Indiana and Evansville Regional Airport.
  6. Aesthetics: Examples of slide decks and presentations provided to airlines.

SELECTION OF THE CONSULTANT

It is the intent of the Evansville-Vanderburgh Airport Authority District to appoint a committee to review the Statements of Qualifications submitted and rank the qualified firms. The Evansville-Vanderburgh Airport Authority District expects to interview a short list of consultants before making the selection.

The shortlisted consultants shall be notified at least 14 days prior to the interview date. All unsuccessful firms will be notified in writing no later than 10 days after selection of the Consultant and may contact the Evansville-Vanderburgh Airport Authority District for debriefing.

Evansville-Vanderburgh Airport Authority District reserves the right to reject any and all submissions to this RFQ, request clarification, or waive informalities/technicalities, if it is deemed in the best interest of the Evansville-Vanderburgh Airport Authority District. The Evansville-Vanderburgh Airport Authority District assumes no responsibility for costs incurred in responding to this RFQ. In accordance with FAA selection procedures, all selections should be qualification based. 

CONTRACT

The top ranked firm will be invited to negotiate a contract with the Evansville-Vanderburgh Airport Authority District. A detailed scope of work will be developed and agreed to by the selected consultant and the Evansville-Vanderburgh Airport Authority District. This detailed scope of work and associated fee will be incorporated as part of the contract. The consultant shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. Disadvantaged Business Enterprise (DBE) utilization is strongly encouraged.
