Professional, technical and advisory services are needed on a task-based assignment agreement.
The successful consultant shall provide the following services through a task-based assignment agreement:
Consultants should be familiar with Federal Aviation Administration (FAA) and State aviation rules and requirements for Air Service development.
To facilitate review, submissions should conform to the following format:
The entire Statement of Qualifications shall not exceed thirty (30) pages (front side only); excluding the front and back covers, dividers, cover sheet, and table of contents. No overhead rate, fees, or any cost information should be identified as part of this submission.
One (1) hard copy and one (1) electronic copy of the Qualifications Statement must be submitted no later than 4:00 p.m. on December 30, 2020 to:

An addendum will be issued with responses to questions received tentatively on December 21.
The following criteria will be used for, but not limited to, screening, ranking and selection of the successful firm:
It is the intent of the Evansville-Vanderburgh Airport Authority District to appoint a committee to review the Statements of Qualifications submitted and rank the qualified firms. The Evansville-Vanderburgh Airport Authority District expects to interview a short list of consultants before making the selection.
The shortlisted consultants shall be notified at least 14 days prior to the interview date. All unsuccessful firms will be notified in writing no later than 10 days after selection of the Consultant and may contact the Evansville-Vanderburgh Airport Authority District for debriefing.
Evansville-Vanderburgh Airport Authority District reserves the right to reject any and all submissions to this RFQ, request clarification, or waive informalities/technicalities, if it is deemed in the best interest of the Evansville-Vanderburgh Airport Authority District. The Evansville-Vanderburgh Airport Authority District assumes no responsibility for costs incurred in responding to this RFQ. In accordance with FAA selection procedures, all selections should be qualification based.
The top ranked firm will be invited to negotiate a contract with the Evansville-Vanderburgh Airport Authority District. A detailed scope of work will be developed and agreed to by the selected consultant and the Evansville-Vanderburgh Airport Authority District. This detailed scope of work and associated fee will be incorporated as part of the contract. The consultant shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. Disadvantaged Business Enterprise (DBE) utilization is strongly encouraged.
