Evansville-Vanderburgh County Area Plan Commission (APC) and Evansville-Vanderburgh Airport Authority District (EVAAD) continually work jointly to create a federally guided Airport Overlay District for the City of Evansville and Vanderburgh County. Evansville Regional Airport (EVV) is the only commercial airport in the State of Indiana without an overlay zone. 

An Airport Overlay Zone (AIR-O) is a set of controls designed to increase the safety associated with aircraft around Evansville Regional Airport (EVV) and to ensure compliance with federal regulations. The regulation of property in the vicinity of Evansville Regional Airport is similar to other zoning for land use. The AIR-O promotes compatible land use to protect approaches, airspace, and physical surroundings to encourage development that is compatible with the safe operations of aircraft.
